I bought these because I receive a great many scam calls. I let them speak for enough time to satisfy me of their purpose and without warning let rip. It has the desired effect. My neighbours agree with my action.

Q: Is this whistle suitable for a scout leader who wants to get the scouts to shut up?

It’s a good little whistle with a good high pitch so I’d definitely say good fir scout leader

Q: Are these really loud? I want to blow it down my landline at persistant scam callers.

I used mine to call a field of 200 children in at the end of playtime, so yes, I would say they are loud. As most scam callers seem to be automated, however, I'm not sure how effective this would be. I feel your pain though.
